NITI Aayog has proposed the launch of a unified, one-stop digital solution to manage the complete lifecycle of Research & Development (R&D) projects funded by scientific organizations under the Government of India.
To address challenges in the national R&D ecosystem, the Unified Project Management System (UPMS) has been conceptualized as a centralized platform to streamline planning, execution, monitoring, and reporting of publicly funded R&D projects.

To create a transparent, efficient, and collaborative national R&D ecosystem by enabling seamless digital governance of government-funded research initiatives.
Objectives
Digitized workflows covering proposal submission, evaluation, approvals, fund disbursement, monitoring, and project closure.
Adoption of common data standards, taxonomies, and APIs to ensure seamless integration with departmental and institutional systems.
Real-time dashboards, analytics, and reporting tools to enable evidence-based decision-making and public accountability.
Encourages collaboration among research institutions, industry, startups, and government agencies to foster innovation.
